First dates should be casual, yet intimate enough to get to know someone. Spending some quality time in a place where conversation is easy is of primary importance. So going to a smaller, quaint restaurant would be nice, but then for dessert, going somewhere different and more "special". If things seem to be going well, then a movie might be nice, or a walk through a park or along the beach. Kissing is definitely allowed, more if the mood is provocative!
